A few of them do, yes. But you can turn DLC off in Steam now.

The DLCs you should avoid at all cost in terms of this are The Top Dog packs.
It will level up your skills to level 8 or so. And the max level is at 10.

Not a problem. Sleeping Dogs Collection and Sleeping Dogs: Definitive Edition cost the same.
