I have had problems with people not activating, one winner didn't activate 6 out of 7 of their wins. Also, 95% of the winners on my public giveaways had a lot more wins that giveaways. Some not even one giveaway. Those people seem to believe it is their 'right' to enter giveaways for games other people have paid for and don't seem to believe they should give anything back.
That is why I made this whitelist, so people who actually contribute win :)

I am not surprised by the win/sent ratios as about 95% of users are level 0 or 1 as of last report and level 1 can be had for a few pennies.
The site rules allow for giveaways restricted by level and I find that to be a reasonable means to ensure that those who give back are those who receive. Very few higher level users use the system for unreasonable profit. (Giveaway groups with quotas or ratio requirements can be even more strict but sometimes rules can be complex or onerous and often those with large libraries or specific wants are left without reward.)
I'm interested in knowing whether you think the whitelist only method will continue to work for this purpose or will it become unmanageable as time goes on and the list grows. I see people asking to be whitelisted regularly so there is definitely interest in your giveaways.

I don't like doing giveaways for over what level I actually am. There are still some level 4 plus who win much more than they giveaway.
I don't think the whitelist is an end all perfect solution, yes it will become almost unmanageable over time. I will then bring in much higher ratio requirements to keep the whitelist trimmed.
I wish steamgifts had a ratio function for giveaway requirements.

That's an interesting idea. There is a user-created tool that will assess the value of the giveaways a user sent or won, but it doesn't combine the two to get a ratio of value. The ratio of won to sent is easy to see on each user profile of course but to include either as a giveaway limitation would require programming and increased server resource usage. Whether those expenses would be prohibitive I don't know.
However, you are not the only person creating whitelists based on ratios; I have seen a few others. It might be worth creating a suggestion, there might even be one already. Try searching the forums, they are full of people's ideas.

Update: After these giveaways I will be bringing in higher ratio requirements as my whitelist is becoming a little large.
The new requirements will be 4 times as much for anyone under $1000 or 2 times as much for anyone over.

My wishlist will be checked regularly, anyone who doesn't meet these requirements will be removed. (If I have added you in the past but have now removed you then that is why)
