It definitely was, but people can and will play with words if rules don't state things explicitly. That's why ToS and stuff are always so long, because companies need to protect themselves from anything that could happen with picky customers.

Yeah, I agree with you there. Still, since marking a game as private is a feature that was added after the guidelines were written, I prefer the new guidelines to avoid useless discussions like, 'Oh, I didn’t know I couldn’t mark a game as private; it isn’t stated anywhere.'

I kinda want to look at the world through the eyes of people who think that "rules" like no reselling, must activate aren't enforced and chwcked in any ways because people are nice enough to keep the rules. Because any rudimentary check would be a look at the library, and privating a game blocks that - so it obviously analogue with rulebreaking, or at least generates extra work on the mods.
But if someone doesn't want to understand the whys and hows, then they likely don't even consider this, so it's better to be spelt out. (Should have been done at latest when the change became public, I thought it hadn't been done because it felt redundant from staff's point of view).

This is unrelated to the guidelines, but related to the privating of games.
Is there a website where a person can see the historical "owned" game of an account?
Because if someone activates a key for a game and then immediately marks the game as private then they could simply say "the key didn't work", the giveaway creator would need to go out of their way to contact Steam to verify if the key was activated after sending the key or not.
If there's a site where a person can see users historically owned games then you'd easily be able to see if the game was activated for the user before hand or not.
I almost joined a giveaway for Enshrouded now due to having the game private because I didn't want anyone to play it through the family sharing.
This is part of why I asked, because then this historically owned data could maybe be used or implemented on SG? Just a though.

No such thing and won't be happening without a huge bot network.
Such a site would need to check each Steam account (there are over 132 MILLION active users per month ... add inactive and you get insane amount) every, 30 seconds (in order to be effective).
Steam limits the amount of times you can visit Steam pages ... open Steam Market, pop open say 10 items from the Market and then try to open 10 more. This then locks you out of going to specific pages for several minutes.
So in order to be an effective website, the bot network would need to be like half a billion ...

The ones around me didn't got the information a week ago and a few months (more as 2) ago.
So it looks as you need to have luck to get someone from the steam team that share the info and that it isn't handled the same way from everyone in the steam team.

Other, rulebreakers, adressed in the past that "Gifts" are something else as "keys". [So from their point they were allowed to regift/resell the keys and only need to activate the gifts]
Maybe add this too when you are anyway re-write this rule.

The "clarification" about the private games are a sophistry too.
Each one that use his brain 3 seconds know that if none can see the ownership of a game, none can verify a activation (this counts for humans and programs/scripts).
As far as i remember, all of the ones that cried and said that they got a unfair suspension because of it, were already on my BL. Of course because this guys were totally innocent users in the past too^^. Damn coincidences (coughing coughing).
It would end some discussions before the mods would need to deal with such sophistry messages.

I have a question regarding this statement
After activating a gift on your Steam account, do not remove the game or set it to private, as we may need to verify the activation if your account is reviewed in the future.
Previously I have won Half-Life 2: Episode Two on SG and now, after original Half-Life 2 was merged with episodes, it's gone from my library as well as from store. Would my account be suspended for unactivated win in case of such verification?

They haven't disappeared. Their app type was changed from 'game' to 'tools' and the store pages are still visible on the store but they just won't show up in searches anymore.

As others said, it was obvious for many of us as it has been discussed since it was in beta IIRC, about how it would affect SG.
But OFC, again as others said, it was needed so people wouldn't whine about technicalities that probably they searched for after doing the wrong.
Personally, I think seemgly trivial and small changes like this are needed. To avoid exactly that whining and the endless threads that they make.

My heart would agree, but my brain reminds both of us that the vast majority of the site users doesn't use the forums, and only a fraction of the users read the post(s) that were focused on the issue back in the day. The best to have an up to date ruleset at the page, where the few interested people can check it out.

That would require updating how the site works, break sgtools checker, and not be verifiable by moderators. Mods can manually check things now, particularly DLC and those Definitive Editions.
Easier to just update the FAQ, at least until cg wants to change how the site works.

As there's a lot of different cultures and not that good english speakers who might not understand what privating means and also people with different personalities... Who are more prone to anger and some could say being a "Karen" (saw a comment about it). And let's not forget they could be even kids. (I once looked at what post/s I made at 16 or something and yeah I was a "stupid" kid while at the time I thought what I was writing wasn't that cringe etc..)
Anyways, this is a good thing to have the "privating" in FAQ.
