I'm not exactly sure about how it works but if you have run out of GA slots you can file a ticket to support to give you 1 back.
There should be a category for it when you create a ticket that's only visible when you have run out of slots.
For every 3 GAs marked received you will get an extra slot.

you have unactivated wins on your account - and you failed to provide keys to two of your giveaway winners - that is a problem that only you can fix - hope that helps :) - also necro bumping your own thread is only going to get you into more blacklists - better to close the thread and deal with support directly :)

if you really learned your lesson, fix what you did wrong - it's easilly doable. games you didn't activate/regifted are cheap bundle games and cheap on Steam itself as well - you can easilly buy and activate them yourself. Same you can do to your not-delivered GAs - buy these games, they are very cheap, and send them to your winners.
