I like how it looks in the picture, but I've never used custom skins for Steam and am not sure how it goes.. How to install it, how to remove it and go back to default and stuff. What about updates, when client changes and Valve adds new options (like sharing)?

To add a skin, just download it, and stick all the files into /Steam/skins on whatever drive you have Steam installed. Then go to the Steam client settings -> Interface -> there should be a drop down list with the names of any skins you've put in the folder, select the one you want -> restart Steam.
To uninstall, the 'safer' way is to go back to the settings and re-select default skin, then delete everything in /Steam/skins. The quicker way is just deleting everything in the /Steam/skins folder, but that can break the client - I had to reinstall the client once when I did that.
As for updates, just check the download location for the skin you're using every month or so and make sure that the download is still using the same 'build number'. If not, download the new one and copy the files over to /Steam/skins, overwriting any old files in there. Usually skin updates only occur when something big changes on the Steam client.
Some skin developers have a Steam group that they'll post links to the new version when they've updated it so it makes it a little easier to see updates.

I'll risk a guess and say, that the skin is for the standard version, while you have opted in into the Steam beta update.
Since beta often has a slightly different (and bigger) set of assets and style elements, some skin creators provide 2 different versions.
An example would be Pixelvision.
As mentioned above, just a guess.

Instructions are written right after you click on the download button.
Its pretty simple, just copy the Invert folder from the zip file right into the steam/skins dir and then change your skin in steam-settings-interface ... it will ask for restart of the steam. To remove it just do the process backwards.
When steam gets updated, I have to update my skin as well or it might not work properly anymore. You have to redownload it and overwrite skin files.
What parts are black for you?

Yes, that too. But since I use dark colors for my Win 8 then dark Steam looks better with it. But this is definitely nice try and it looks good. Just not for me at the moment.
P.S. Kinda reminds me of an old website that had it's skin in same colors. Good memories.
