No. Random booster pack drops are only enabled for games with cards once you've earned all of your normal card drops for those games. Since you can't earn the normal card drops, you can't enable the booster drops either.
Think of the free games as different versions that don't have cards at all. The only way you can earn cards and card booster packs for them would be by removing the free versions of the games from your Steam library and buying the non-free versions.

You just press C on your keyboard .
Then Ctrl+V to paste !addlicense asf 442321,443300,443246,443336,443246,442559,442294,443302

So? It's a solid game and it just became free this week too. "this is steam gifts" but I don't see any "gifts" in here either (in the sense that it pertains to SG) so does that mean this entire thread is invalid? well. if you check OP profile now, you will see he is perma banned so while I have no idea who he is, it seems like this he is old scammer who got banned and this is his alt and he got caught. Edit: better explanation above by LeonFowl ^

If what LeonFowl wrote is all correct, it's possible that the "scam" is not the stealing games kind of scam, just in the more traditional way: lying for any gain-type. (User has no infractions shown on steamrep)
Posing as a woman in need alone can net someone a few games, either out of sympathy or from people thinking that it will get some "favors" for themselves... the internet is weird, some online dudes are thirsty as hell. And naive.
So, I think the "scammer" may have been just an adjective based on their behavior, not related to the suspension.
Also, instant perma-suspension is given for multiaccounting, anything beyond that is kind of irrelevant on our part, especially if we don't know what happened.
