Some basic questions about this site

After a giveaway it gives you the option to pick a different request a new winner. Is there any kind of penalty or limit to this?

I've had two foreigners, presumable non native English speakers win two of mine and they have yet to confirm they received the game code. How am I supposed to rectify this?

I'm pretty sure there is no limit. I haven't done. Just wait for another answer.

Did you send through email? Have you checked if they activated your game?

They have 7 days to mark it, I usually add the people who win my giveaways so I know they get the code and that they activate it immediatly.

I guess I'll just have to wait a week, I think from now on I will only do giveaways for people who have contributed, that way I know they at least understand how the site works.

Some people take more than one day to activate/reply at Steamgifts. Some take two. Others take 7.

You must wait at least seven days. In the meantime, try to get in touch with them again. If possible through more than one method (email, Steam chat).
