If I'm not mistaken, no, you won't get any answer. Also, support probably won't act on it any time soon. User report tickets usually take ages to be reviewed.

Did some research. It wasn't flagged because Nosgoth is F2P, but the veteran pack is not available commercially, so he couldn't really get it anywhere else.
So yes, you caught a double regifter.
