Dunno, but http://www.steamgifts.com/about/guidelines says:
Gifts should be region free, and available to all users.
There are some ROW games though, that you can't activate in certain regions... and yeah, the thing Valve introduced recently that you are describing

I didn't see anything mentioned in the We're Alive post so I'll ask here.
Since Steam has started limiting the gifting of game copies to some regions (Russian, asian, etc.) is there a way for us to filter/mark that our giveaways are region restricted?
