Upd: After I downloaded game I received this mail from HB:

Update says it's going to be permanently free along with these 3 dlc's, but the rest of dlc's price will increase in exchange.

Wow. Hadn't seen that. I was going to wait to get the Portuguese one on sale but I guess I'll get it for 4.99 now instead of waiting for it to go to 9.99 and never go on sale below 5

I got my copy on Steam last week from another discussion.
Even tho it said $9.99 then, I was able to add it to my Steam library via steamdb.info for free.
