For every 3 giveaways you create, you get an extra slot when those giveaways end.

Create more giveaways and you'll see that you can create up more than 4.
I created 17 giveaways and now I can create up to 9 Giveaways at the same time.

Deleting giveaways removes available slots.
Completing created giveaways adds available slots.

Each time you delete a giveaway, one of gift slots will be take away. I one did this too many times and I was unable to giveaway any games at all, even though I had no giveaway's running then. To gain your slots back, you must giveaway more games, then will you regain them

Damn. I've deleted so many giveaway that if I hadn't deleted any, I would be able to make 26 instead of 7. -cries-
