YouTube doesn't roll out changes to everyone at once; they trial it with some users first and slowly scale updates to everybody else.
Google in general does this, since it lets them find any problems without exposing their entire userbase to them.

Go take a look at one video on youtube, any. It changed the way people like the video or dislike it and some other minor changes, anyone else noticed that?
