Game downloads up to a certain percentage e.g. 60% Or 50% and then you have to end your day and shut your PC off. So you shut it down. But wait, as you start your PC and steam the next day i.e. Time for the download to resume, you see this in the game download’s progress’ area instead of resuming:

. Pre-Allocating Data..
. Download starting…
.Game downloading: 0% done

OR you see that your download doesn’t have the progress up till the yesterday’s 60% but something very reduced like 12% or commonly from the kick-off area i.e. 0% percent.”
This problem is found among many steam users.

I always Get this type of Bugs and Could not even download and Play games on Steam! Origin And Uplay works fine in this regard but not in the case of the steam!
Steam Does not even cares about this bugs! They simply make this a damn post and not taking a serious issue on this!! Everyone waste their energy, time and money on downloading the games repeatedly for several times with no use of downloading!!!! :P :P :P

So any Good suggestions or solutions please for this Act!!!! Help Me ! I am In Trouble!

Stop downloading games that update often. Solved the issue for me. So no CSGO or TF2 I guess. Or maybe finish downloading the game before turning off your PC, not an ideal solution though.

You might want to check your hard disk for corruption.

Its not a good idea though! If I use my PC and Not browsing, I used to download the files at the background! I can't make it to a point of having the PC turned on for a so long time!!!

Even if I don't play them a lot, I like keeping certain games installed should I get the urge to play. But games like TF2 with unbelievably frequent updates or Red Orchestra 2 with massive updates just had to go. I didn't play them enough to want to deal with that crap.

there is no privacy issue . if you are installing manually then install in steam common folder

Installing the Steam client (only for holders of the license key):

Attention! Before installing the Steam client, game must already be registered on the account and the Steam client itself-is closed.

Automatic installation:

  1. run file SteamInstallHelper.exe and follow the instructions.
  2. Play

Manual installation:

  1. Run Setup.exe
  2. install the game in the Steam client ( Steam client Folder \steamapps\common\Dishonored RHCP)

He is Right! When One Kinda platform goes into trouble, there must be an alternate to find a better way to deal with the problem!

It is piracy. You're only allowed to use software thats delivered to you as is. Any modification to code is against law afaik.

If you owny retail dvd, but it breaks and you download pirate copy its piracy in terms of law. IP laws are retarded.

"You're only allowed to use software thats delivered to you as is."
That depends entirely on the license agreement you agree to upon installing the software. Almost all forbid reverse engineering and modification, but many indie titles don't have much of an EULA to speak of so you can modify them to your heart's content so long as you don't redistribute the copyrighted software. Circumventing copy protection, of course, violates the law in applicable countries (such as the DMCA) regardless.

Unless dev's do that themselves. I remember one game where they agreed to remove copy protection. Later someone took a peek in new code and discovered it was signed by Skidrow.

Was it first Sacred game?

Haha! Yeah, that's happened a couple of times in the past if I remember, like with Max Payne 2 on Steam.

Can't find the page in my bookmarks, but this happened to me so often, I copied-and-pasted how to (most of the time) fix it:

How to salvage a reset download:
So, your download reset, you're panicking, what do you do? This is the method I used to salvage my Planetside 2 download.
This won't necessarily put you back to where you were but it can help to prevent redownloading the entire thing from scratch.
I also believe it's best to do this as early as possible to prevent too many overwritten files which may balloon the salvaged
download.

Go to your steamapps folder and locate the appid (ie 218320) folder of the game you wish to salvage

Copy all the files in this folder to the game folder in your common folder inside the steamapps directory. If a folder has
not been created for the game yet you will need to make one and hope or find out the correct name for the folder. In this case
it was simply PlanetSide 2.

Delete the appid folder for the game as well as it's corresponding state.patch file inside the downloading folder. You'll
also need to delete the corresponding appmanifest.acf file for that appid to prevent it from appearing in the download tab on
Steam and continue to redownload. In my case I deleted everything in the downloading folder and all of my appmanifest files.

Now attempt to re-install the game. Before starting the download it will discover the existing files and download only what
it still needs. Now this might not put you back to where you were before. In my case PlanetSide 2 still needed a further 4GB as
opposed to the 1.3GB I originally still needed, but it's a bit better than 7.3GB. This may also have something to do with it
overwriting 2GB of pre-existing files, so as I say earlier is better. This could have also been down to PlanetSide getting
some sort of large patch since it is a new game. A patch could have even been the reason the download broke in the first place
but that's hardly an excuse or a vote of confidence for their fragile content system.

stop the download and exit steam

  1. Locate the appid of the game
  2. go to the download folder and you'll see the app id of your game. copy everything and paste it in the common folder, in the actual game folder. (as stated above, if its planetside 2 - app id = 218320 and folder name indie common folder = PlanetSide 2)
  3. Delete the appid folder from downloading and also state.patch file inside.(look at app id)
  4. delete the corresponding appmanifest.acf file(again you'll identify it by app id)
  5. now, try to install game in same directory, steam will recognize old files and you'll salvage most of the data

hope this helped.

Thanks Shivam! Tried that one! But now started to download from the beginning! Well.. Hope It won't start from the first!
Well actually I have a doubt!
If I have downloaded for about 50-60% and I suddenly it restarts to Download. So , Doing the same procedure , will make it download again from the beginning? Coz, (when steam pre allocates the files and starts to begin the download, it actually tries to redownload the files but not from the position where it was stopped earlier.)It won't help I think sO!!! :(

It might looks like it starts from beginning, but its not. pause and resume download and you'll see the real percentage of download.
Remember, Create the folder with exact name in common folder(if not already created, Google it. eg, "sleeping dogs" steam folder).
While re-installing, it'll say "discovering existing files". If not, you did something wrong, mostly wrong folder name.
