how is that good? please tell me! ...people will always do what they want, you can't just make a "rule" especially sooooo stupid rule like this one and think they will obey...I mean you just can't command people no to talk/write about this and this, and it's very stupid to think that you can! ...btw if you want to suspend me again, go for it but you will do that with more and more people and at the end there will be no-one here left...try to learn something about history and people who wanted to command people what to do....and I will practice my english :)

You could ask who would like it and after seeing all the replies, check their steam profiles for time played/number of games. Find one you like and give it them.

If you do it that way, I'm just gonna put it out there that I'd really like Tropico. I love strategy games and I'd like to play it. I've been eyeballing it for a while now but I haven't gotten around to putting it on my (extensive) wishlist yet.

Well private (and known) groups are usually where you'll be guaranteed you'll be giving the game to someone who will enjoy it, it's one of the reasons i mostly do group giveaways only. Either that or you could create a private giveaway and give the link to those who you know are worth it, therefore the lottery will be only limited to those you want only.

If you don't want to give it to friends or put it in a group, I'd suggest to give it to someone that asks it gently, not like begging. For example, I'd be very happy to get the double fine bundle. But I guess you won't do that, so it's just a suggestion :)

As others have stated, either private giveaways or gifting it directly on Steam.

If you're asking how to find the right people, that's a different matter. If you you're in any groups with people that share your interests, that's a good place to start. If you frequent any websites, it's entirely possible that there are other Steam users (and possibly even a group) on that site. CAG, for example, has a Steam group.

Make a puzzle or something, people that are interested in playing it will try to solve it. Other than that see if your friends need it or make a special rule for the giveaway (you might need to check the rule with the support before you use it on a giveaway though)

1: Go into a Steam public chat of some sort.
2: Ask, "Has anyone played [game]?"
3: Wait for someone to say, "I really wanted to try it," or something along those lines.
4: Go to their steam profile, check their wishlist. If they have a lot of games on it, but not the game in question, pass. If they have the game in question on their wishlist, give it to them.

EDIT: If they have NO games on their wishlist, it's probable they just don't use the wishlist and you'll want to use your judgment to figure out whether they really want the game or not.

My usual suggestion is to make a puzzle that only the "right" people will solve. How you're gonna do that? I have no idea, who are the right people anyway? :P

Heh, if you want just the people who want the game, maybe you can try making a puzzle and say which games you're giving away in the start. That way only people who want those specific games or people who like solving puzzles will solve it. I guess the former are the "right" people and the latter either won't enter or will want to try the games out anyway. ;)

Maybe the right people are the ones who have the game on their wishlist for a long time.

But then again there are some people that simply add every game to their wishlist.

Btw: somewhere in this thread, you mentioned an "unfair lottery" - if you're talking about the steamgifts system, then this is as fair as a lottery gets - everyone who enters has the same chances to win, it's totally (pseudo-)random.

There are no "right" people, forget any "fairness" criterias - random is the only option, when you deny any personal responsibility for giving a game away, because if you chose someone personally - any people who also can be "right" ones will be out of the game. As for me creating giveaway, monitoring it ending, adding on steam or sending an e-mail is too time-consuming process, so I prefer to post game keys in random threads, so I deny any personal responsibility - game is won by people who are 'in the right place at a right time', not subjectively chosen - so they are indeed right ones, aren't they?
