Official Statement from Valve:

Available immediately, users’ Steam library of games can now be managed remotely via the web. With an active Steam client running on the remote PC or Mac, users may log into the Steam web site or mobile app to access and manage their library of games, downloading pre-loads, new releases, or their latest purchases, as soon as they’re available. Head home to find your new downloads installed and ready to play upon arrival.
To kick off a remote download, simply visit your Games list on the Steam Community site, which can be accessed from your own profile using a web browser or the Steam mobile app on iOS or Android. If logged into the latest update of the Steam client on a PC or Mac, there you’ll see which games are currently installed, and have the ability to install others from your library. Or, seamlessly complete your online purchase with remote installation: When a remote session is detected, the Steam store will ask whether you’d like to download your new purchases immediately.
Now, what are you still doing here? Go give it a try!

None of this changes the fact that i have a stupid old 3G which isn't compatible with steam =(. I guess i'll just use the phones browser then. Still some bugs though, it's telling me i have no disk space :/

And whats the point of this feature? It is nice to see which computer Im logged throught steam client in browser and what games I have installed. But for remote download I have to left my PC running 24/7 even Im not home. And if you ask me, that is high price for installing game in advance. Also I usually buy games through steam client, so no need to remote download.

I guess there are a few people who left their computers running 24/7 or they are able to wake their PC over Internet. These people will probably appreciate remote download..

Its prob more for the hardcore fans or the kiddies who dont pay the bills. Go to school, buy some steam games using the funds mommy got you at gamestop, and download the game to your PC, get home, play games, ignore homework, remain ignorant, drop out, remain on the government teet, help bring about ANARCHY!!

You can leave your PC running 24/7 all you want as long as you have power management set up properly, so certain components turn off after a certain amount of idle time. I know plenty of people who haven't turned their PCs off for weeks if not months.

I think they did fix it rather recently. I have been having trouble with my connection, and steam is set to start on boot. Got the normal prompt "Connect to the internet or restart in offline mode" clicked offline mode (when I was previously set to online mode the day before), and steam restarted and BAM offline mode.
