It's just a third party site that takes a invite-only giveaway link on Steamgifts, for which you can then to set custom access to.
You can setup restrictions (Level, win Ratio, Age of account, etc) so that only those who pass that can enter the giveaway for which a link will be revealed to you after you meet the requirements. You can choose to show the requirements, or in this case, choose to keep them secret. It's a cool idea, and is great if you're really only trying to have a certain demographic enter your giveaways. On the other hand, you can sometimes make it too restrictive and no-one can enter.
Also, people will blacklist you if you make things too restrictive all the time.
