Does activating gift on Steam via link legit?

That means you're buying fully functional product, but instead of a key, after the purchase you will receive a link, which will activate the game on your steam account. Example: https://store.steampowered.com/account/ackgift/E19167B67729AA35?redeemer=example%40domain.com

I just never heard of it before. Is it legit?

You can send a Steam gift email to yourself to turn it into a link. Delete your email and add the email you want the gift to redeem it to and shibbidida. It's a link you can redeem.
