I bought borderlands 2 russian key, and it worked fine with the russian VPN

Make a new Steam account and activate it there. Even if it gets banned, you still have your main account.

I bought russian keys too(CoD MW3), from another site, but still the same thing. I activated it about 6 months ago and i'm still playing with no problems. You only need to use the vpn once, when you activate the key, after that you don't need to use it anymore. If you have issues/problems activating the key just add me on steam and i can help you.
