It's possible if the DLC sub contains the base game. You have to check SteamDB for that. Here's an example: https://steamdb.info/sub/43407/apps/.

I am just wondering if it possible to activate a DLC from a removed f2p-game you didn't add when it was on steam. Especially, if this would actually maybe add the removed f2p to your library.
Does anyone have any experience or insight about this?
I already found this:
https://steamcommunity.com/groups/100pAG/discussions/1/616189106442781236/ , that paid DLC would add the game to library. But since you can't install a removed f2p, I wonder if it would be possible to add the game with activating the DLC first.
