Freeware on steam?

Full Spectrum Warrior is sold on steam, and two of germany's most popular pc-magazines give it for free since long time:

Sometimes those publishers never update their games on Steam. Another example - S2 Games' Savage 2. It's already been F2P for a few years, but it still has a price on Steam.
