Bought the Legendary on greenmangaming for 8€ (sale+voucher) more or less a week ago, I think the game was worth 8 bucks even after 2 years.
Anyway as proximus said, mods for "micro" transactions is just a joke, I really hope they don't export this system to other steam games with workshop support. Btw NOW I understand all the fuss among modders (and especially skyrim modders) about the steam workshop in the last few weeks.

I wouldn't mind paying for Legendary edition--now. But I already have the base game (had it for some time now).

In all honesty, it's cheaper for me to just buy Legendary edition than for me to buy both Dawnguard and Dragonborn (not including Hearthfire).

That's ridiculous.
