as the levels drop, the GAs will increase dramatically.. its 10,000 keys in total still, and will drop to lvl3 by the time its over.. i agree if it were to remain at lvl5 or lvl6, but dropping down below that the abuse would have heavily increased.

It's a mass giveaway... it doesn't matter if it's locked behind level 5 or not it's still 10k keys that are free.

What I responded with above is kinda what support told me.
I asked support recently when reporting a game that needed to be taken off: "How do you judge what to add to the do not allow list? Obviously 5k keys is a mass giveaway, so clearly it needs to be removed. But what about say Farcry 4 for example that's been given out on that site.. say it was only 400 keys.. does that make the not allowed list?"
Support: "If it's less than a thousand keys, we usually look if it's been abused. If there's a surge of giveaways on the site, we remove the game. This hasn't been the case with Fallout"

yeah, there is a general rule of thumb. but always exceptions.. and one support member may determine that a "surge" is 10-15 copies, whereas another support member may not consider it a "surge" untill 75 copies.. so, basically "case by case" ;)
if it would of stayed at lvl5+ only, i'd estimate a little more abuse the wuppo got, but not by a whole lot really.. i counted approx 32 copies plus a single 52copy im unsure on (on wuppo).. probably 75-100copies would of gotten abused @ lvl5+, but lvl3+ i'd say probably a few hundred (on shadow warrior).

so this game is giving it for free but I'm not sure if is against the rules and this people are going to get banned or if it is like in orlygift that you're allowed to giveaway games from there for example
