This happens a lot. No need to make a new thread everytime Steam makes such blunder.

Edit: That's not even the case here. The pack costs 10€ here, saving almost 2€.

Yeah, this is a perfectly logical case.

When Steam really botches a sale, they end up with the bundle costing more than the individual games. Here, the system is working as one would expect.

Although I guess the OP could be asking why the bundle price is different from the total individual prices. If that is the case, then the answer is that that is the nature of bundles, put several things together and sell them at an equal or lower price than if you bought the items separately. The bundle is priced less than its parts, so when everything is put at 75% off, the bundle is still less than its parts.

(There are cases where bundles actually end up more than their parts. It happens sometimes when the bundles aren't meant to be discounts, and get priced with the $x.99 pricing scheme. For example, with two $19.99 games bundled together for $39.99, you end up paying an extra penny. It can also happen if one or more parts get a permanent price drop but the bundle isn't also repriced.)

i save $3.23 in Canada, also that sounds about right the franchise package is cheaper than the individual games bought seperately, that's how it's supposed to work

It's like that every time they have a bundle and the games inside the bundle are on sale as well, it totals up the sale prices of the individual games rather than the normal prices.

If you add up the individual NON-SALE prices of the games, it's $67.97.

That's regular, no difference. A problem is when Steam sells individual games, then put them into a bundle that costs more than all the games bought individually.
