So, I'm looking into purchasing a Gamer's Gate (gamersgate.com) 4-pack (specifically for Torchlight 2) so that I am able to gift all 4 copies to friends. I already own the game, myself. Is there a way to do this with that site?

I know this can't be done on Steam because Steam forces you to activate the first product. But GamersGate supplies activation codes to begin with, so this seems like it could actually be possible. I'm wondering if anyone is familiar enough with this to give me advice that won't mess me up and leave me with only three copies. :)

you can buy the pack and giveaway all 4 copies. I did it and there was absolutely no problem. :)

OK, I've purchased a pack (and now the order is under review. Dammit GG! :P)

Will I see all four games in my gamer's gate shelf to gift, or will I get one code that will give me four giftable copies? I did a little bit of forum research and realized that people had some issues with this depending on whether they activated it for themselves or gave the code to a friend. I just want to make sure I do this the right way. =)

do not worry, it happened to me too. It took them 4-5 hours to finish reviewing but from what I heard the maximum time is 12 hours.
you will get 4 serial keys but only one of them is available to you immediately. The rest you will have to wait 24 hours to see them but you can give any of the other three (unknown to you in the first 24 hours) to someone else. It is kinda a policy they have that I have not fully understood either but it aint much a considerable problem.

I buy these all the time. You have to get the key out of the first one and can't access the keys in the 2-4 ones, for the first 24 hours. You can, however, gift 2-4 and the person on the other end can fetch the keys. After 24 hours, you can gift the first one if you never fetched the key and can fetch the keys from 2-4. I believe this is the way it is done, though I usually have already gifted them all by the time it reaches that point.

You can also review/rate the 4-pack and the individual game, for blue coins. The people you send the gifts to will be able to rate/review the game, as well.

They give 4 keys. First is showed immediately. Rest can be gifted a bit later (you can just gift them to yourself) or wait 24 hours and it gives the option to show keys without gifting.
