They can be. Games are unlocked quite often, actually. I'm not sure already purchased copies can be retroactively unlocked, though I'd assume yes.

There was some info on the main thread about this: they were saying that due to the new region-locking option, the previous locking options were not displaying the information correctly. Even though the gift showed as unlocked they could not activate it.

Nope, I tried it myself, Valiant Hearts is definitely still region locked. :/

I have Valiant Hearts gift in my inventory and it's still region locked for CIS/RU. I won it on other game giveaway site.
