So US Amazon selling a ROW key with the subID 566502. It can be activated on ALL countries.
If you check for example a restricted SubID, like 773547 it can be activated to specific countries only.

You need an Amazon account (can be your regular one), a credit card or US$ Amazon gift cards and Amazon Prime in the US store (hopefully you can get a 30-day free trial currently).
Change your "Country/Region Settings" for digital content to a US address, preferably from a state without sales tax like Delaware, Montana or Oregon. You will also need any suitable US phone number (no verification, I used one from the same city).
Then buy the game and pay with your credit card or gift cards. You might have to wait 30-60 minutes for the order to be completed. You will find the keys in Your Games and Software Library afterwards.
Then you can change back the "Country/Region Settings".
Of course: no guarantee that it (still) works. Your money, your risk. It worked for me and a couple of others though.

You need to search for the Manage content and devices page then go to Preferences. There you'll find Country/Region settings - switch to US and you'll be able to buy it. Worked for me.

Purchased from Canada, by activating the Prime 30 days free, without having to change my phone number, I only registered an address of a family member in the US.

Not entirely sure it's exclusive to US, but it was not available on my region (MX), but I was able to get a free trail for US Prime and then purchased the game. The key worked on my region but not sure how to check the subid to get more info.
Also if someone has used a free trial before, if you cancel do you keep the rest of the month or does it get cancelled immediately?
