A 503 error essentially means that the server is temporarily unavailable. The error that you got is because the website is over it's allotted quota, which more than likely refers to bandwidth. Once they either increase their plan or the website's activity dies down over the next several hours, you should stop getting this error.

They're hosted on google app engine free quotas, and because of happy hour, they used more than the daily quota, it will work again tomorrow.

they must have hit their bandwidth limit for the month or something. give it some time and it should be fixed.

Google Apps bandwidth is pretty cheap; they should go ahead and allot $100 or something and it shouldn't be an issue.

Daily quotas are refreshed daily at midnight Pacific time. Paid applications can exceed this free quota until their budget is exhausted.

so we have 1.5 hrs to wait
