Someone needs 4 cents for the steam wallet?

You can't transfer Steam Wallet money, sorry. When you go to buy something with a credit card or whatever though, that 4 cents will be used first.

You can't send them to anyone. You could buy something priced 4 cents on the market but Valve will take a cut.

Also you can combine methods of payment FYI. :)
