The Steam store does a poor job showing the difference between the two packages since it only displays the game.

Unless I'm missing something, this creates the absurd situation where a user can technically create a GA for the base game and get full CV, but deliver a "free" package that includes the same + some DLCs.

It'll get fixed eventually. They may get bumped up now, but later when the game has 0 CV, they'll lose the credit.
