They're made by german developers.
Bioware is located in Canada, so Mass Effect, Dragon Age, Baldurs Gate are also non American Games.

Since you're talking about the U.S., it'd be easier to just find popular games that are made by developers from the United States.
If you're looking for popular games that don't feature American culture, then you'd have a challenge.

To name a few... Plus most of the ones above. I'll also add the xbox360 underdog "Wet" as it's very good (aside from a couple of big flaws) and some obvious games that haven't seen mentioned like Silent Hill...
In any case the list is huge so there's no real point in making it I guess... It's like a list of great non-american bands/books/foods/etc. Americans do it right, so does the rest of the world...
