Too many to list. There is a whole world out there outside the US, and video games were made before the year 2000 as well. You do realize that the GTA games are by a British studio, and they're some of the most popular games around?

What I don't understand is why foreign developers make games about america. Like, Max Payne - set in NY, developed by swedish developers, Bohemia's Operation Flashpoint and Arma - cezch devs, about american soldiers. GTA 3 to 5 - british people, game set in USA. Battlefield 3 - swedish devs again, singleplayer is about american soldier. Even Resident Evil and Silent Hill are made by japans, but games take place in USA. And the list goes on and on.

Because for a lot of them the U.S. is some far off land full of violence and craziness and Hollywood. It's like some fantasy land of insanity. If you happen to BE in the U.S., seeing 12,000 games all taking place in some Japanese guy's version of New York gets a little tiring, but I do understand why it happens. Although I wish the Persona games would take place somewhere, ANYWHERE outside of Japan after 4. Four games set in Japan is plenty! Let's have one in Soviet Russia!

Because the Publishers are from the States, and they want to sell the game in the US. Thats why.

There are plenty of non-american publishers out there, like Ubisoft, Paradox, Focus, SEGA, Koch Media (Deep Silver is their video game publishing brand), Ascaron, Kalypso, Square-Enix (who now also owns Eidos's IPs), 1C to name a few.

I suspect that the main reason why so many games are set in the US is quite simply because almost everyone is familiar with the basics of the US. In a world where people can't tell the difference between Switzerland & Sweden it is probably just safer to let the games take place somewhere that people recognize, instead of having to introduce a whole new area (which can take some time, as you need to familiarize the player with the area).
