Is there a way to tell how big the game download is before you have started the download (particularly pre-purchase)? I am not talking about the size on disc, but the number of megabytes it will download. Is that something that SteamDB tracks somewhere?

I think you can start the download, then immediately pause it. It should say the download size on the download manager.

The only thing that I know of is their system requirements listed on their store page, but thats not 100% as well as not even installing a game is not always accurate either, some say 23-40GB download yet only downloads 14GB or something but it could also be considering future patches, DLCs and other stuff I dunno.

Store page only lists install size, not the download size. I understand if people need to know download size due to bandwidth caps and such.

Store pages typically list the install size not the size of the compressed download. The store page often won't get updated after updates/DLC release either.

As an example, the store page for Payday 2 lists 13 GB, the download is between 9-10 GB whilst my install file is currrently just over 17 GB.

You can't. The downloads are coften compressed, so it is impossible to find out the actual size. It should be easy to valve to add this feature but they don't.

On SteamDB, you can click on the Depots tab. Do, note, that this just lists the compressed/raw file size. For example, here's the list of files for Portal 2: https://steamdb.info/app/620/depots/

Ah, I missed that.
So does ti get more compressed when it is sent over, so that is the maximum you will see, and often it is smaller?

No, the files will get uncompressed prior to installation.
