You can make private giveaway and ask support for rule that only people in Turkey can win. Or just invite people who live in Turkey.

giving away region locked games is not allowed here so if you want to make a giveaway for it maybe you should try gameminer or something.

You can give it to someone, just as you were given it. What you can't do is make a giveaway here with it. That doesn't lock it forever in your inventory, it just means you won't be using it to raise your contribution level.
