Oh. They're the titles of sections, and titles have to be capitalized like that. The sections are so small that they don't look much like sections, but they are, and I think they kind of have to be for a legal document.

They're treated as titles, and written in titlecase.

Because that is how titles are done. All first letters are capitalized except words like from, the, is, a, an, etc. That's how it's always been done.

Which part? The only eyebrow raisers for me were "By using our site, you consent to our privacy policy." (For many websites you have to check a box, not that it really matters, nobody reads them either way) and "If we decide to change our privacy policy, we will post those changes on this page." (Many websites will notify you). Neither of those seem like big deals, though.
