Questions about games from other regions

Hello... I have 2 questions:

  1. If in my region I can't buy game X, but someone gifts me the game from his regions, can I attach it to my account? Even if it is unavailable in my region?

  2. Does someone know if Port Royale 2 can be bought somewhere in the world as a Steam gift? In my region you can't buy it, in RU nope... others know something?

  1. It's not consistent. Some games allow activation only in specific countries and after that let you play anywhere, and there are those that require you to stay in the same region to play them.
  2. I checked SteamDB and it doesn't seem to be locked. Yet indeed it's not possible to order it for me, and Steamprices doesn't list price in any region, so I don't think region lock is the issue. And looks you're not the only one with this problem. Clicky
