MY download restarted to 0% from 85 % after shutdown laptop then opening steam again

let it get to 100% before doing anything else, that usually does the trick

i can imagine the temp downloads being cleared at shutdown but not at standby so i really don't know what's going on with your steam client. open a steam support ticket, try reinstalling the client? (move the steamapps folder elsewhere while you reinstall)
