This is what we have picked so far.

His budget is $500-600. He prefers Intel processors, and wants at least a TB. He doesn't care about what the case looks like so go as cheap as possible, but also wants front panel USB's.

If anyone can recommend any modifications to this build/a new build, that would be helpful.

I would get a H97 motherboard instead and switch the GPU to a GTX 750 Ti.

Yeah, go with a Asus H97, the one u picked has features u won't make use of on a cheap build, and put in a Asus GTX Strix 750ti instead too. Personally I would get WD Black instead of that Seagate.

You may want to get 2x500GB instead of 1 TB if price is close, it make multi-tasking and performance better.

This without Mail-in-rebates is a little over the budget, the price WITH MiRs is $618.20. (MiRs, this build's mobo should be better, I'm not sure. here)
btw, be sure to go here, or any part category page and on the right hand side, choose your option for MiRs, for the best deal. (something might be cheaper at another place if you don't count MiRs)

Find "A Stoned Sniper", he recently got an awesome build, which costs around 500 dollars. If you can wait, in a few hours I could post a link, right now I need to get ready for school

Hold off a few days, and buy everything on Black Friday... scope what you can pre-Friday. I guarantee you will expand your friend's buying potential significantly. Mozendo's rig looks amazing for the price. This is also a great rig and chances are everything in it is either on sale or will be shortly.
