These "FREE STUFF, SPAM YOUR FRIENDS WITH LINKS" sites usually thrive on people giving the site an email (which is harvested for dubious purposes) and/or making them click through dumb surveys and voting systems that earn the webmaster tiny amounts of referral fees. Also, adserving - which seems to be the main purpose of this particular site, judging by the source code, though I guess they're broken right now. In fact, the entire site seems broken.
Anyway, yes, it has to be a scam. Not affiliated with the creators of Terraria, so where would they be getting codes?

No, of course it's not fucking legit. No site that simply tells you to send it to others is. Don't delude yourself by thinking that you're getting a $10 game for 10 clicks. That's not a sustainable business model for them, so it's a lie.
Oh, they might have given out a few keys at some point, although I highly doubt it. Their terms outright state that they reserve the right not to give you anything, and they will, 'cause it's cheaper.
Also, usually they even put a few surveys (that are quite profitable to them) between you and the nothing you're getting.

How this website works?, you make 10 referrals to earn more money on surveys, when you finally earn 10 referrals you complete an survey and thats to earn money to website owner to get terraria for free so, its a tiny of money but people can do it.

There's been shit like this with Minecraft too. Please don't fall for crap like this--it makes you spam your friends, and at the end when you do the survey or the quiz they get money from you because they ask you to subscribe to something, or give your credit card, or get expensive bills charged to your cell phone.
I had a friend who somehow thought this stuff was legit--either way you'll be paying 10 - 15 bucks or even more while wasting your time, so you may as well buy the game itself.

One of my steam friends sent it to me, and I'm not sure if it will really giveaway the key or not.
