Alright guys, I want to create a giveaway and send the winner a Steam gift instead of a key since I can only buy it through the Steam Store.

I live in Italy, so EU region and the currency is euro.

If I go to the steamdb page of a game, could I be able to understand to whom I can gift any game?

Let's take this game as an example and look at the prices tab. If I look at the third column (converted price) and set the currency into euro from the dropdown menu, it looks like that the most expensive price is the one in the row with the European flag (currently at 6,99 euro). Does it mean that I can gift the game to everyone else since the other rows have cheaper converted prices into euro?

Another thing is the Enhanced Steam Regional Price Comparison. If I show all the countries' prices and mine is always the most expensive one, does it mean I could gift the game to everyone else?

If the price of a game differs more than 10% in either direction, you can't buy it as a gift.

I gifted this game about an hour ago.
My region is Japan -11.79% and the recipient is in Brazil -28.24%.
It was over 10% more expensive and no problem gifting.

you can gift this particular game to anyone. to you Poland may gift it cheapest. If cheaper with more than 10% it is nono. exception is - if game is not in your local store but it is in others (for whatever reason) - you can be gifted from any ROW country

As long as you do not see a red +10% on some currency there, you can gift it to any region. Cheapness does not count, you can send it from the most expensive to the cheapest region at any time, you just cannot sen the game to a region that is more expensive.
This usually means Europeans in the Euro zone can send to anyone, Russians usually can send to no one but each other—similar goes for India, most SEA counties, and Mexico, as they are usually the regions with the lowest price tags. (There is some political analogy there somewhere, probably.)

It is one-way, but the old regional restriction policy actually still exists underneath. If games have a region-specific version (usually for RU/CIS, SA, SEA, Japan, China, and India), then those games are still cross-region restricted.

just use steamdb and look at the region chart like you did there, then exclude all countries in the giveaway that have more than 10% price difference with your region (more expensive to cheaper region is ok).

EU is overall most expensive region, so in 99% cases EU can gift anywhere.

as long as the region you're gifting to isn't 10% more expensive than yours, it """should""" be ok ("should" because we all know valve policies make no sense).
