Saints Row 2 and 3 bought in South Africa activate in Europe (at least in my country which is Estonia), same for Dead Island GOTY. Riptide doesn't activate here, nor there. So no idea what key is that even...

As a German I just activated a Dead Island key that was purchased for me by a North American and it activated just fine as 'Dead Island GOTY (NA)'

Well, in the case of the Dead Island games there's the whole "not released in Germany" thing and they had the temporary http://www.eurogamer.net/articles/2011-11-29-techland-not-shocked-by-germanys-dead-island-ban and whatnot; at least this time Humble grey out games based on IP, even if the actual key distribution is still also based on payment method.
I assume as usual German customers who feel screwed over can ask for a refund.
Bonus points:
Deep Silver (Koch Media) is a German company anyway.

the article doesn't answer that question, actually. it even explains why buying indexed and even banned games is perfectly fine and legal for Germans. a fact well known here in Germany, but the publishers still seem to have difficulties understanding our law. ^^

Did you mean to say "can't be activated"? I just traded with someone from Japan, Risen and Risen 2 worked, Dead Island GOTY worked too, even though it had (NA) next to it when it activated.
Dead Island Riptide on the other hand gave me a message that it's unavailable. So it seems that Killer is Dead and Riptide are not the only 2 games that can be activated, but only 2 games that can't be activated.

Sorry Rachel, I missed where the comment about region locking should go, let's try it again in the right place:
A Steam friend from Canada gave me a key for Killer is Dead. It didn't activate, I got the same error message as bestduck.
So NA (Canada) -> EU1 (Sweden) for Killer is Dead seems to be a no-go.

Yes, that's it. It's called the BTA (beat the average) tier (or 2 tier of course).
Pay more (or the same amount) than the BTA, and you get all the games of the 1$ tier + all the games of the BTA tier.
But this time the BTA is really low, in general it's between 5 and 8$, sometimes more (the Capcom bundle for instance).

as many as you want ... you have to use different payment methods though otherwise HB will flag you for buying too many times and fail your purchase
Use paypal for one method, CC for other method, etc.
And you should try to stagger purchases. do 2 today, for example, wait 24+ hours, and make another 2 purchases.

OK can anybody help me figure this out? because something weird happened...
I won a GA for Dead Island and got an error that it was region locked to Eastern Europe or Russia or something, so I sent the creator a message. I got an item in my inventory which I sent back to them. Then I discovered that there was in fact a version of Dead Island in my library? I don't know if the creator already asked to delete his GA because they're not currently replying and I feel so bad right now? I marked it as received but I'm so confused as to what exactly happened there tbh...
(edit: it probably doesn't help that English is not our native language)
