The Steam DB extension https://steamdb.info/extension/ will show if the key has already been activated. https://store.steampowered.com/account/registerkey But you have to try to activate it first.
You can try and giveaway the keys in this https://www.steamgifts.com/group/OZCha/dgikinw or this https://www.steamgifts.com/group/aaQSf/lootboysg SG group.
There is no guarantee users will follow group rules, however.

It just says that you own the game but not if the key has already been used or not. Steamdb extension can only tell you for what game a key is.
Like Aradiel already wrote above, there is no way of knowing if a key is still working unless you activate and use it. Then you either get the game or a message the the key was already used by another account.

If you care about the CV in case the keys are valid just join a group like Delete giveaway if key is not working for example and create a GA.
If you just want to give the keys away you can post them here or maybe even better in the Orphan key thread.

If a game was decent or I cared for CV and I and would expect 80+% chance, that it's working, I would use one of the above mentioned groups. Those group rules are usually adhered to, cause breaking them means an instant kick.
Otherwise, if the game was decent, I would use the "anti ninjas" thread and for trash the "orphan key".
