Guidelines say:

Winners will need to correctly mark their gift as received or not received within one week of the gift being marked as sent by the giveaway creator. It is also necessary to keep this feedback up-to-date if the status of the gift changes.

Which is not possible in the sent-but-"Not Received" scenario because the FAQ explains how the system behaves:

When should I mark a gift I won as "Received" or "Not Received"?

You should only mark a gift as "Received" when you have both (i) received the exact game described in the giveaway, and (ii) activated that game on the Steam account you used during registration. In all other instances you should mark the gift as "Not Received" one week after the giveaway has ended.

Bold is my emphasis.

To be clear about how SG operates (at least for me) "Not Received" cannot be selected for a won GA in less than one week, even if a key was provided in the SG GA.

So which one is actually enforced: The guideline or the FAQ?

I was concerned that SG auto-suspends people who don't give GA feedback in 1 week, but maybe that's a manual process through the gifter reporting no feedback received in <1 week. And I know that SG Support has plenty of other tickets to address before answering my category "Other" ticket regarding this sent-but-Not Received situation. Thanks in advance.

Hmm, I suppose technically if giveaway maker marks it send 1 second after the end. You have that 1 second in a weeks time to mark not received.

I don't think this happens very often. So "within one week of the gift being marked as sent" is one that stands. And support is unlikely to go after people if it takes a day or two.

Obviously that stands/applies to people who can mark it as received. I can't because I cannot activate it. As a result, I cannot possibly mark it (not received, in my case) within one week as the guidelines ask.

And support is unlikely to go after people if it takes a day or two.

First of all you should always let the giveaway creator know if there is a problem or you didn't receive anything and support can see what you post in the giveaway description. There's no automatic suspension if you don't mark your giveaway received or not received after a week. So for your question I would say the FAQ is more correct. You should mark it received within one week but for the not received iirc you have a full month.

There is no auto suspension. There are some situations where you will not want to mark a giveaway as received or not received until the situation is resolved and that is fine. You can leave the giveaway unmarked for as long as needed and nothing will happen as long as the giveaway creator and winner are working with eachother and both are ok with the delay. Sent or won CV will not be added to either account until giveaway feedback is received.

The rules are in place so that the creator has to send the game within 7 days so winners don't have to wait forever and the winner has to activate it within 7 days of receiving so the creator also doesn't have to wait forever. Support will not get involved automatically for these rules, someone would need to create a support ticket if there is an issue.

It may look as contradiction but there is reason why rules are like that:
1) creator has 7 days to send you the game
2) you have 7 days (from when game was sent) to activate it

This gives both creator and winner enough time to do it

one week after the giveaway has ended

This is mostly technicality, as site allows you to mark GA as not received no earlier than 7 days after it ended. We had too many cases where winner was marking GA as not received to bully creator into sending game immediately (even when they have 7 days since GA ended). This drops number of problems for both us and creators. It also doesn't say "exactly week after". Just "one week after". It can be after 7 days, 10 days or 30 days. As long as creator and winner are in agreement that winner will activate and mark win later it's fine. If creator wants to get their feedback earlier they can request new winner if current one fails to activate without communication.

This is a case where rules are written simply to make people understand 7 days to send and 7 days to activate. But obv there are cases where gifting process is longer. But we don't have any automatic system "Oh Mskotor still did not mark win after 7 days and 12h of GA closing, time for ban!". As long as no one writes a ticket complaining about something feedback can stay in "limbo" literally forever.
