1) Contact creator and ask for a working key
2) Wait 7 days for them to give it to you
3) If you receive working key, mark received. If you do not, mark not received.
4) Make yourself some pie and a sandwich. You're done!

Also, if it's the giveaway you won earlier today, you shouldn't mark it received unless it's actually a working key. The reason is that you are supposed to activate every game you win on your steam account, and if someone sees that you 'won' a game and don't have it on your steam account you could get suspended/banned.

ask for a row key. if you won't get one, mark it as not received. i don't know if i should tell you this, since it's pretty obvious, but don't reveal or share the region restricted key you got to others and return it to the giveaway creator.
p.s.: some keys might not work in certain countries despite being row. i don't know what to do in that case.
