Most of the value is being centered around Penny's Big Breakaway. I bought it mostly for that and All Stars Brawl 2. Penny alone doesn't really go below $17 during sales. Not worth it if you aren't highly interested in both of those 2 though

I'd probably rather get Arzette on its own. Penny might be nice, but it seemed a bit broken, and I don't know if I want to deal with 2K/Private Divison garbage.
