Yes. Think of it as imaginary money, we'll call them Bison Dollars. To enter a Fortix giveaway, you pay B$1. To enter a Skyrim giveaway, you pay B$60. If you have B$61, then you can enter both. Of course, real Bison Dollars are far more expensive, but let's ignore that for now.

You can enter as many giveaways as you want, aslong as you have enough points. If you have 50 points and enter a giveaway that is 10 points, you will have 40 points left. You get more points when people create a giveaway, if they make a giveaway which is worth 20 points, you will get 2 points. You can have maximum 300 points.
