Last time I installed a game from his account (he gave me access) was half a year ago already. The game was locked at first, but it unlocked after a while, so yeah, I think it still works.
Last game he bought (Ace Attorney Collection, a week before I think) is still locked for me. If you want to know if I could install it, ask in around three months again ... Since I won't play the game myself, I won't look it up automatically 😅

As far as i know it is possible to play a, in your country, run locked game first after 90 days the purchase (with not touching it before).
This avoid the run lock forever but it doesn't work the same way with region-locked gifts. Those will permanently remain locked. And the most newer titles are language-locked instead, so only playable in the specific language (in this case russian).
So in short....
If you don't want to play your games in russian i would avoid that way ;o)

A friend of mine told me that Steam games with region lock will be playable everywhere after 90 days of the activation.
He mostly buys his games from Russia (since his girlfriend is living in Saint Petersburg) and normally he can't play them in Hungary (where he lives). But after around 90 days this "region lock" is being automatically removed and he can play the game in Hungary too (without VPN).
Can someone confirm this? And does this also work with keys? You know, because Russian keys are a lot cheaper than in middle Europe -_-
And yeah, I know that my Steam account could get banned for using a VPN (which wouldn't be neccessary, since my friend could activate the keys on his trips to Russia).
