Whatever Steam did in 2014 was all to increase revenue in Steam Community Market.
Even a 0.01 price increase on ONE item made them earn thousands of dollars.They don't want TF2 Key prices to drop during the sale so they put this rule, if they actually wanted to fight with trade scams they could've made more strict trading rules and ACTUALLY ban people for scamming.
Trust me, I'm a Business Admistration student.Gems,events,untradable gift rules,new market changes everything was for revenue.

I'm interested in hearing your reasons on TF2 Key price market speculation.
Wouldn't TF2 Key price go down instead? if people are less likely to buy keys from Steam Market (can't trade for games for 7 days), while sellers are still putting up keys (to get wallet for buy games, to get fund for on-demand selling). So Supply still goes up like other sales (perhaps at a lesser degree), while Demand goes down, therefore shouldn't market price be lower?

we will wait and see but i think keys will matain their price, too. at very least they won't go down like the sales before. why?
where are those keys coming from? mostly from traders that buy games cheap on their store and sell on steamtrades or whatever. now the trades will significantly drop because of this change. therefore those traders won't need much of a fund to buy games and they won't get load with so many keys either. so why would they sell so many keys on market? sure they might sell some to fulfill the orders, but selling most of them -if not all- with paypal for real money or waiting for keys' price on market to go up is a smarter move.
but like i said we'll see what will happen after a short time anyway. i don't have paypal and sales are the only chance for me to buy keys cheap so i hope i'm wrong.

This may be a dumb question but if I were to buy some games from traders throughout the sale, would it be better to buy the keys now? During the sales, the key price would usually drop but I'm not sure about it now since this rule will be placed.

You can't really do that because newly purchased gifts are also untradable for 30 days. And people probably won't sell the game with sale price after 1 month. So they basically killed trading... Sure you can buy the games via gifting but it's really not worth the risk.

Actually when you trade with trusted trader you go first with your items (keys, tickets...) and he will send you a gift minutes after.

Oh gtfo out of here with the "not really worth the risk" garbage. Yes, its very risky if you're dealing with someone who cant be trusted. But, there are dozens if not hundreds of traders on Steamtrades and other sites that have managed gift trading perfectly fine since the gift restriction has been in place. Its not stopped anything, just changed the method. I've made more than 30 trades since the new restrictions going first with keys or having the game gifted to me first. Not one issue.
Dont deal with noobs selling gifts. Deal with someone who has a track record and has proven themselves. There's more risk now, but your fears are Chicken Little garbage.

It definitely will kill trading for people beginning with 0 investment. You could also wait for sales for wanted games that you know will sell well, stock up on 10 or so copies (more or less depending on your funds / how wanted you think the game will be) and wait for the sale and trade restriction to be over, then check the current pricing trend across the market (which usually rises significantly after a sale ends) and undercut by a decent percentage. Say the game is selling for -50%. You wait till a month after the sale, and see the pricing across the board has risen back to about "lowest possible unlocked regional price -10%". You put up your trade for the game for "lowest possible unlocked regional price -25%". You'll still be able to trade this way.

If you're planning on trading for your Winter Sale games, get keys now before they become restricted. However, I wonder how it will affect keys already off market/in inventory.
