Curious, for two reasons. The one I said above and that you actually got a ROW version from G2A, even though most keys sold there even under the ROW section are actually for New Vegas RU.
I see that you are right, and it is a bit baffling. As baffling as your Fallout 3, to be honest. Looks like next time someone from India asks about activation, I can just refer them to any key selling site instead of stating the game is geo-blocked.
Although, just for confirmation: you are physically located in India, use a normal Indian IP address, and your store region is marked as India (using INR as currency) as well, right?

Thanks for the info. I just wanted to know if there's no harm done. I've only encountered three such games, the third one just a day before this thread, and so far I avoided entering GAs for those games.

well, i can understand (while i do not agree) why they censor the games where you could play as nazi, but everything else is just stupid...
I mean everybody knows that we screwed up a couple generations ago... but instead taking the topic into discussion and make sure that something like that will never ever happen again, we try to hide everything thats related to a specific symbol...

And that is exactly my issue with it. New generations do not and should not live in shame for what the government did 70 years ago (or perhaps even someone's grandad, but whatever, it is not you as an individual)
In addition to that, people SHOULD learn, and I don't see that ever happening with prolonging their shame, or even making it stealthy, by hiding certain things and shoving them under the rug.
All in all, not good for gamers.

the government does not censor, its an organisation that takes care of this... the problem is they have quite a lot more important things going on so they don't think about declaring games as art so they can't get censored.
but since they even started broadcasting esports events in the main stream media, things might change not that far into the future.

Your edit is already right. Just to confirm:
Most games can be activated and played nonetheless. There are exceptions, especially those with alternative censored versions (e.g. Wolfenstein TNO and TOB), which can only be activated by using VPN (for playing it's only necessary in the first three months after activation).
The affected users should know about their situation and consider checking SteamDB or just ask the GA creator to re-roll if it's not working.

The usual term I find is that either they are purchase-disabled, in which case acquiring a key will let you add it to your library just fine.
The other is geo-block, where Steam will not let you add the game no matter what, or only let you have a special local edition of it (that affects mostly Germans and Japanese).
Plus there is Iran, which I think is under a total lock-out from the store.

Hmmm... Yeah, I know I've read somewhere about a country in which Steam is not available at all, which seems otherworldly to us a little bit xD
Well, all in all, easy to find out if it's under a geo-block or not if I happen to win a GA such as the one we already described. Worst case scenario for the winner AND the GA creator is a reroll.

So, as the title says, I was wondering what would happen if you won a game that you cannot buy in your region? I am guessing it is something similar to what the German users are experiencing, but I am unsure they can even activate them. Is it the same?
EDIT: So, what I understand is - some games can and some cannot be activated. The best thing to do if one does not want to use a VPN would be to try to activate it and, if it doesn't go through, simply tell the GA creator of the matter, for the key is still good. Someone feel free to correct me if I'm wrong.
