and thereby they likely aren't included, making this likely to be an incomplete offer.

Steam's complete edition is available in a $3.99 bundle format, but appears to be restricted in availability to only a small number of regions. Likewise, individual DLCs on Steam appear to be restricted for low value currency regions due to sabotage by Valve. For those who don't already own content on Steam, or are having trouble purchasing on Steam, GOG's complete edition is available for only $3.49.
