As for your #2, when there are 4000 hopefuls for a game, and one guy doesn't respond for 5 days, I tend to not wanna give him the game. I don't care about accepting the gift in 36 hours. I just want to know that you're there and know that the ball is in your court.

While it is annoying, some people might not have frequent access to internet, especially at this time of year with people on holidays. I'm waiting on a reroll after a week with no contact from a winner myself.

Not quite true, there is one special rule that is applied in public giveaways: Creator can ask for re-roll, if winner has more than one game in a game collection giveaway.

That isn't a special rule, as no permission is needed to allow it to be used. It is part of the rule that states you do not enter for games you own. In the case of a bundle that they partially own, that choice is up to the gifter.

I agree. Good luck with the approval. As the others have said, make sure you specify for PRIVATE giveaway. Not sure if this will get approved, but it would definitely be shot down for public giveaway.
Barring that, you can let people know in the giveaway description that you'll just not give it to them and take the hit on your profile ratio. That ought to catch entrants' attention.

Naw, I'm just going to cancel all my current and future giveaways... Apparently an acknowledgement within 36 hours for a good game in a public/contributor only giveaway is way too much to ask... maybe the freeloaders on this website shouldn't get a chance for the good titles that go out in private and group only giveaways... fuck this community.. no need to waste my money here.

You're only not allowed special rules for public giveaways. I don't see why the mods wouldn't approve this rule for private giveaways, and then you could link them in a forum topic.
Also, I recently won a game where I didn't talk with the giver for maybe 5 days, because I didn't want to be pushy before he was ready to give it. (You also might look like a scammer adding the giver first). People waiting to contact you might just be trying to be polite :)

Do you try to reach out to them within the first 36 hours and it's not getting a somewhat timely response back that you're having the issue with or that you expect them to reach out with first contact to you within the 36 hours?
That makes a difference to me. I like being the first one to reach out and say, "Congratulations for winning the "X" giveaway!" and whatnot. If they're there, they get the game immediately. If not, then it's just a heads up to know that they won and the game is either on the way or I'm waiting for them to be there to deliver the key.
When I win, I give them the opportunity to contact me first. I don't contact them until the 3rd or 4th day. That isn't because I don't want the game or that I'm not excited about winning it, but because I think it's rude. It comes across as pushy, to me.

See, I have always looked at it differently. If I win and there is a specified method in the giveaway post for receiving my game (I will add you on Steam, I will send via email, add me on Steam, etc.) then I will of course follow that, but otherwise I will generally contact the giveaway creator ASAP because I feel that the person receiving the free game should be responsible for any effort required to complete the transaction. In other words, why should the guy who is already giving away a free game have to be the one to go through the motions of adding you when you can instead do your part and contact him?
Not that I'm saying either way of looking at it is wrong or right, just putting another way of looking at things out there for its own sake.
EDIT: As for the OP's 36 hour rule, I don't understand why he can't make whatever rules he wants. I mean I know what the rules say about mod approval but I don't understand WHY. Why make people choose between giving a game to someone they don't want to win and not giving away a game at all?

I see it the other way: the giver adds the winner at their leisure and gives it when they want. I'd consider it rude for the winner to add the giver (unless of course the 7 days are nearly up and you think it might be fake / missed the e-mail).

7 days is pretty lengthy though.
On gameminer for example, if you don't mark the feedback within 24 hours, it is automatically marked valid/received (Too fast imo). I am not sure what other giveaway sites use for a response timer.

I highly disagree with your opinion, but opinions are opinions. If someone who wins a giveaway of mine adds me on steam or w/e before I've tried adding them then I'll deliberately delay giving them the game for a couple of days.

I have never added any of the giveaway authors from my wins, i've just been patient and accepted the friends requests when i see them; sometimes i've even seen the guy whose i've won the giveaway is playing at the moment and i've just waited until they have talked to me to not disturb their gaming, i find this to be more polite.
On the other hand i once had a guy who won 1 of my giveaways, i added him and went to take a pee (what it takes? 3 minutes at max?), when i came back i had over 20 messages on my screen from that guy like that "Hey i win your giveaway", "give me game", "omg give me game", "you not giving me game?", XXXX is offline. I finally gave that guy the game, but i made him wait 7 days until i finally talked to him even if i saw him online almost every single day.

I sometimes add authors, sometimes they add me and I see nothing wrong in both cases. Same goes when I'm the author.

If you can't stand the wait there are 2 options in my humble opinion - first one is sending gift/key via email and the second one is quitting since apparently you value your time too much.

Perhaps the winner also has a busy schedule? The world does not revolve around you, whether you give away games or not. One past winner made you quit the site? Surely one complete stranger can't have that much of an impact on you, that sounds like childish behaviour to me.
However, I do agree that if the winner is unpleasant or outright rude, then you shouldn't have to deal with them. But busy? That's no excuse to reroll.

I'll be closing this thread since I already answered the OP's support ticket, but here's the answer for the rest of you.
We won't allow any rule that contradicts with one of the base rules, which is:
"The submitter and winner(s) of the giveaway have seven (7) days to complete the gifting process. This includes the activation of the gift on the Steam account of the winner."

I POSTED A SUPPORT TICKET (read comments... dont recomment the same thing), this is purely a discussion now.
This month I am going to do a couple of giveaways.
I've already created one for DmC: Devil May Cry, Bioshock Infinite, Just Cause 2.
Coming up are: Metro Last Light, Saints Row The Third, Folk Tale, and either FO: New Vegas or FO 3.
I've also given away Deadpool and Remember Me.
But the fact that the winners took so long to respond was especially annoying about the process. Mainly because I have a busy schedule and would like such things to be over fast.
Which is why I'd like to include a special rule to all of my giveaways:
"Winners need to respond within 36 hours of being chosen or a new winner will be selected".
The response does not need to be as "I got the gift and gave the feedback", but at least "I know I've won, I will accept the gift later since I cannot right now".
I do spend a lot of money on these games, so I would like to know that my gift is going towards someone who genuinely wants the game. It may be a wrong opinion but if you win a free game, the one who is giving you the game should not be the one making an effort. I like giving these away but the utter lack of effort from 1 of my past winners made me quit this site and not come back for 3 months.
